Open Question: I live in Huntington, WV, but I have been told I do not live in city limits. How does this affect me?

I just recently moved to Huntington, West Virginia from out of state and I am completely confused. I have a Huntington physical address, but my wife cannot get a job at city hall because we don't live within city limits. I guess we technically live in Pea Ridge. We don't pay taxes to the City of Huntington, but we also don't pay taxes to Barboursville. Who provides emergency services to this area of the city, if we technically don't live in the city?...
